To approve those that can make it in less years and to allow others to make it in more years, according to capacities and necessities. b) to eliminate limits of age, to who wants to learn. c) Modular learning, with national exams based on approaches, depth, reading understanding and: knows/no knows. 5) to reinforce economically and to declare the practice of competitive sports of high priority in the whole Peruvian educational system. 6) in science, to banish the politics as a way to scale to positions of importance in the university, replacing it for their reason of being: creation of new or applied knowledge. To establish scientific investigator's career, granting it to those who produce new knowledge 7) With the help of private companies to create 12 parks of science to the long and wide of the country. 8) to give facilities to investigate, to market, to export and to obtain patents, to natural vegetable products 9) to motivate to the universities to create nexuses among the investigations that they carry out and country’s problematic (energy sources, water scarce, environmental contamination, nutritious sources, war industry, mining, agriculture, health). 10) In health : to replace the current concept of sick people’s cure-reahabilitation aim, for another of maintaining permanently healthy to all Peruvian population. 11) to grant benefits of health to all and each one of the Peruvians. 12) To establish scientific commercial knots with most countries. 13) Produce solar energy from solar towers installed in the deserts of Sechura, Morrope and Nasca.

Al lado de las visiones y deseos de personalidades extranjeras, añpadimos otras de perspectiva local.Veamos: Ian McEwan, autor : en tanto el petróleo escaseará en los próximos años, sueña reemplazar esta energía por otra apoyada en torres solares afincadas en el desierto. Steven Pinker, psicólogo, apuesta por la masificación de la genómica personalizada, capáz de suplir al paternalista y folklórico médico de familia, por otro que recete (no apoyado por el ensayo y el error), considerando el background rmolecular de cada paciente. En Perú : 1- Creación de un ministerio de la Ciencia y Tecnología a cargo de un ministro cientifico 2- Licitar un satélite propio, con fines educativos, industriales, de prevención de desastres naturales e información inteligente, para combatir preventivamente al narcoterrorismo. 3-Oponerse al diseño estructural-cuadriculado-obtuso de escuelas primarias y secundarias actuales, supliéndolas por otras estético/ecológicas, adaptando las construcciones a la naturaleza y, no al revés. 4) Basar la adquisición de conocimientos en 3 vertientes : a) Práctica b) Teoría, adquirida críticamente c) adopción de la tecnología informática/multimedia, como medio alterno/principal de adquisición de conocimientos 4) Desterrar curriculums rigidos en primaria y secundaria, reemplazándolos por otros flexibles, basados en razonamiento, comprensión y logro de competencias. a) Desterrar la rigidéz del número de años (10, en promedio), para culminar la primaria y secundaria. Aprobar a los que puedan hacerlo en menos años y permitir -sin desmedro alguno- que otros lo hagan en más años, de acuerdo a capacidades y necesidades. b) Eliminar limites de edad, a quien quiera aprender. c) Enseñanza modular, con exámenes nacionales basados en criterios, profundidad, comprensión de lectura y: sabe/no sabe. 5) Reforzar económicamente y declarar de alta prioridad en todo el sistema educativo peruano, al deporte de competencia. 6) En ciencia, desterrar la política como medio de acceder a cargos de importancia universitaria, supliéndola por su razón de ser : creación de conocimiento nuevo o, aplicado. Establecer la carrera de investigador científico, otorgándola a quienes produzcan nuevo conocimiento 7) Con la ayuda de la empresa privada crear 12 parques de la ciencia a lo largo y ancho del país. 8) Dar facilidades para investigar, comercializar, exportar y expedir patentes a productos vegetales naturales 9) Incentivar a las universidades a crear nexos entre las investigaciones que realizan y la problemática económica/productiva del país (fuentes energéticas, agua, contaminación ambiental, fuentes alimenticias, industria bélica, minería, agricultura, salud). 10) En salud suplir el concepto actual, de curar-reahabilitar personas enfermas por el de mantener permanentemente sana a la totalidad de la población peruana. 11) Otorgar prestaciones de salud a todos y cada uno de los peruanos. 12) Establecer lazos científico/comerciales, con todo el mundo.13) Generar energia solar a partir de torres solares instaladas en los desiertos de Sechura, Morrope y Nasca.
